10 Apr 17:  Called from owner about the second HOA.  Told about the Master HOA and not the Cottages HOA

Response:  I called and informed the owner about the HOA and the web page.  I stated they may have a case against the title company for the liability that was missed.

 

16 Mar 17:  Owner called about fence next to the sidewalk that enter the HOA from Tutt Blvd.  The owner also stated about getting parking tickets.

Response:  I stated the fence is their responsibility, and that only the back fence facing Tutt is the HOA responsibility.  I stated they would have to provide more info about the tickets.

 

8 Feb 17:  Owner called about vehicle in street.

Response:  The vehicles in the street are the police department area of responsibility.  The HOA has no authoritative powers to pull vehicle registration to find the owner. 

 

14 Jan 17:  Owner called about a dog nuisance at a home. 

Response:  The HOA can send a letter, which is only an administrative function.  If you wish an entity that has authoritative powers, you need to call the Humane Society that has been granted by the city powers to enforce the laws on dogs.

 

28 Dec 16:  Owner called about Tutt fence down.

Response:  The HOA has a company that will repair the fence.   When I am notified, I call and authorize the repair.  The repair is not instant as many homes and business had fences broken.  It normally takes a week or so for a repair to be accomplished.

 

27 Dec 16:  Owner called about home paint color approval

Response:  Complete Master architectural form for paint color for approval.  Once you have that, you are good with Cottages. 

 

15 Dec 16:  Owner called with question about exterior paint colors. 

Response: Complete Master architectural form for paint color for approval.  Once you have that, you are good with Cottages. 

 

11 Aug 16: Realtor called about dues and what dues cover.

Response:  Please see the budget for current year and the balance sheet that shows HOA current financial status.

 

18 Jul 16:  Owner called about an automatic HOA payment they forgot to cancel.

Response:  Call Bennett-Shellenberger Realty, Inc. at Ph# 719-471-1703 and state you sold your home but forgot to stop payment and request a refund.   

 

22 Mar 16:  Owner called about vehicle in street.

Response:  The vehicles in the street are the police department area of responsibility.  The HOA has no authoritative powers to pull vehicle registration to find the owner. 

 

3 Mar 16:  Owner called about obtaining a receipt.

Response:  Call Bennett-Shellenberger Realty, Inc. at Ph# 719-471-1703 and state you wish a copy of your account statement to date.

 

26 Feb 2016:  Owner fence is broken.

Response:  The HOA has a company that will repair the fence.   When I am notified, I call and authorize the repair.  The repair is not instant as many homes and business had fences broken.  It normally takes a week or so for a repair to be accomplished.

 

17 Feb 2016:  Owner called about discontinuing ACH.

Response:  I have place a form on the HOA web page “FORMS” for cancel ACH.  

 

10 Dec 15: Owner call about Member meeting time.

Response:  I have tried different times and days for persons to attend.  No matter what day or time, roughly the same numbers of persons show up to the meeting, but not enough for a quorum.

 

7/18/15;  Call about why am I paying the Cottages HOA fee?  I heard the Cottages HOA was not active.  Why am I paying when Master is enforcing parking restrictions?

7/9/15;  Call asking for the HOA to call. (seventh call)

Response:  Same person calling about the dog.  For two weeks, listened for any dog barking.  Have not heard in morning or night any dog from the top end of Hartman and Grand Mesa.  I can add nothing but say the same as the 7/31/14 response and for the person to use the human society that has a contract with city of Colorado Springs for animal control.  

 

6/4/15;  Call about barking dog.  (sixth call) Admits do not know who's house the barking dog is from but wishes the HOA to do something about it and has not received any satisfaction on the issue.

Response:  I can add nothing but say the same as the 7/31/14 response.

 

5/31/15;  Call about barking dog.  (fifth call)

 

5/28/15;  Call about barking dog. (fourth call)

 

5/27/15;  Call about architectural approval for a shed.

Resonse:  Provided web page and stated all they need is the Master HOA form to submit.

 

4/5/15;  Call about a vehicle parking in neighbor driveway, a vacant home.

Response: Vehicles parked in a home’s private driveways are out of the control of the HOA.

 

4/1/14;  Call requesting a call back.

Response:  Person called back about vehicle parked in neighbor’s driveway.

 

3/25/15; Call about be harassed by Master HOA for vehicles parking in front of her home and receiving fines.

10/3/2014; Call about the overnight parking restrictions and how they call help.

08/07/2014; Barking Dog (third call by same person)

Response:  Change greeting on phone number to include stating come to this web page for status.  Response same as below.

 

07/31/2014; Barking Dog (second call by same person)
Response:  1.) Address does not exist. I continue to go pass all homes with 6300+ house numbers on Hartman day and night and still do not hear any home with a continuous dog barking. As before, most of the time, I hear no dogs barking at all.   2.) Without two of the neighbors that are directly on each side and/or the home directly behind with the offending continuous dog barking call in a complaint, the HOA has to consider a call a personal issue, not a neighborhood HOA issue. 

07/18/2014;  Barking Dog 
Response: Address does not exist. I passed by all 6300+ house numbers on Hartman morning and night for many days with no continuous dog parking at all. Most of the time, I hear no dogs barking at all.   The person call and left a 6 digit phone number, and unable to contact.  

06/24/2014;  Call about home with weeds/not cut yard
Response: Owners notified and weeds and yard cut to acceptable appearance. 

05/30/2014;  Owner called about if chickens are allowed in the backyard in Cottages. The Master is allowing chickens and chicken coop. 
Response:   1.) The Cottages CCR, Section 10.5 specifically states "no livestock, birds, poultry, reptiles or insects of any kind shall be raised, bred, kept or boarded in or on the Lots..."   2.) The board can vote to not enforce the rule, but if the board changes, all the law requires is a 30 day notice to owners and the rule can begin to be enforced. The current board has no issue not enforcing having chickens, which are quiet, but not roosters and as long as the chicken coop meets guidelines of having an external structure   3.) Currently, the rule limits owners to 3 animals on a Lot. 

02/25/2014; Owner called about a moving van parked permanently in the driveway
Response: There is no rule about a vehicle parked in the driveway as long as it is road legal, operating, and parked on the driveway and not on the grass.

01/31/2014; Owner called about refund when the annual amount was paid, and then an automatic account withdrawal was also taken.
Response: Called owner as the overpayment was with the Master HOA, not the Cottages HOA.
